The electric tank went quiet and every tap ran cold. That still might not be a failed heater. It might be a dead circuit, a tripped breaker, or an SDG&E outage. In San Diego County, a licensed electrician owns lost supply. A plumber or appliance technician owns leaks, valves, and the tank. Book the trade that matches the symptom, not the appliance name.
Start by separating lost electrical supply from a heater fault
An electric water heater does two jobs in sequence. Power has to reach it. Then the unit has to turn that power into hot water. If the first job failed, the second one never starts. That is why water heater electric repair is often an electrical call, not a plumbing call.
Stay outside the equipment. Do not remove the heater’s access panel. Do not test thermostats or elements. Do not take the screwed-on cover off the breaker panel. Note what is already visible, then stop.

Electrician-leaning signs: The heater is dry and silent. The water-heater breaker sits OFF or between ON and OFF. The dryer or range died at the same time. You smell hot plastic or see a scorched disconnect. Lights dip when large loads start.
Plumber-leaning signs: Water is on the slab, in the pan, or at the fittings. The tank shows rust or a wet temperature-and-pressure discharge pipe. Hot water is rusty, smells off, or runs out fast, and the rest of the house still has power. The tank rumbles or pops. Only one bathroom is lukewarm.
A leak onto wiring is both problems. Keep off the wet floor. Do not step in water to reach a switch. Get people and pets out of that room. An electrician handles the wet electrical hazard. A plumber still has to stop the water. Active electrical danger is emergency electrical work, not a heater-flush appointment.
Do not default to a handyman. CSLB’s C-10 classification covers installing and connecting electrical wires, fixtures, appliances, and related equipment that use electrical energy. California’s under-$1,000 minor-work rule applies only to casual work that does not need a building permit, is not split to dodge the limit, and is not advertised as contracting. When an electrician should inspect the circuit

If you see water, start with a plumber. Electricians do not repair tanks, anode rods, or temperature-and-pressure valves. A plumber or a water-heater technician owns the vessel, the water connections, and many in-unit electric parts once the circuit is proven live.
That second part matters. A live circuit with no hot water can be thermostats or elements. Those are not a panel upgrade. They are also not homeowner access-panel work. Leave covers on.
Repair is often possible when the tank is intact and a part can be replaced. A tank leaking from the bottom is usually a replacement conversation.
