Choose a portable EV charger when you need movable equipment and have a compatible receptacle in a workable location. Choose hardwired when the charger will stay put and a fixed cable location suits your parking space. Either choice starts with the garage, circuit, and panel, not the product box.
Start with daily driving and parking access
Start by writing down where the car actually parks each night. Note which side holds the charge port and whether another vehicle shares the space. A portable EV charger isn’t useful if its cord can’t comfortably reach the parked car.
Next, consider how often the equipment might move. Some owners want one unit that can travel with the vehicle. Others want charging equipment that always remains ready in one garage position. That preference often settles the portable versus hardwired decision before electrical details enter the discussion.
Daily driving still matters, but avoid choosing from a generic mileage chart. Record your normal driving, the vehicle’s remaining charge when it returns, and the next departure time. Then compare those needs with the vehicle and charger manufacturers’ published specifications. Parking access can change across San Diego County. A vehicle inside a private garage in Chula Vista presents different routing questions than one parked along an open Ramona driveway. How portable and hardwired charging setups differ
A portable charger connects through a plug and compatible receptacle. You can disconnect the equipment and store or move it. The receptacle, its location, and the equipment’s plug must all match the proposed setup.
A hardwired charger connects directly to the electrical circuit. It has no plug connection at the wall. The unit remains part of a fixed garage or parking layout unless an electrician later changes that installation.
Portable equipment may fit someone planning to move or use the device elsewhere. However, portability doesn’t make the electrical supply temporary. Adding or changing the receptacle, circuit, breaker, or wiring is still electrical work. The existing outlet also shouldn’t be treated as compatible based on appearance alone. Its configuration, circuit, condition, and equipment instructions all need review.
Hardwired equipment may fit a dedicated parking space where the cable can stay organized. It can also simplify the plan when the proposed location doesn’t need a receptacle. That doesn’t mean hardwired is automatically right for every garage. The wall location, equipment specifications, panel capacity, and future plans still matter.
Don’t let this choice become a contest between product labels. Compare the complete home EV charger setup. That includes the equipment, its connection, the circuit, and the route to the parked vehicle. A licensed electrician can then determine what electrical changes the selected setup requires.
What panel and circuit capacity can change
The word “portable” doesn’t reveal the electrical load placed on your home. A licensed electrician needs the selected equipment’s nameplate information before evaluating the circuit and panel. A free breaker space by itself doesn’t establish that sufficient capacity exists.
The review should cover the existing service, panel condition, connected loads, and proposed circuit route. NEC 220.87 is one standard practice reference used when calculating whether an existing panel can support added load. The result may support the original plan or point toward a different equipment configuration.
Housing age makes that review especially relevant in parts of San Diego County. U.S. Census ACS 2023 data places an estimated 62.5% of El Cajon housing units in the pre-1978 category. Carlsbad’s comparable figure is 27.5%. Those community figures don’t diagnose any particular home, but they show why two local garages may present very different starting conditions.
Don’t assume a panel replacement is necessary before the calculation. Don’t assume it can support the plan either. Ask the electrician to identify the available capacity, the proposed load, and any panel work included in the bid.

When cable routing and outdoor parking affect the plan
A charger can fit the electrical panel and still fit the parking space poorly. Walk the route from the proposed connection point to the vehicle’s charge port. Do this with every usual vehicle parked in its normal position.
Look for doors, gates, storage cabinets, garage work areas, and shared walking paths. If the proposed cable route crosses one of them, ask the installer for another location. Don’t assume an extension, adapter, or improvised mounting method is allowed. Check the charger and vehicle manufacturers’ instructions for the exact equipment.
Outdoor parking adds more questions. Confirm that the selected product and every installed component are approved by their manufacturers for the proposed location. Ask how the connector will be stored when it isn’t attached to the car. The proposal should also identify where fixed wiring and equipment will sit.
This becomes more involved in condos and planned communities. California Civil Code section 4745 says an HOA application not denied in writing within 60 days is deemed approved. The law still allows reasonable conditions. It also requires the homeowner to use a licensed contractor, pay installation and electricity costs, and meet its insurance provisions.

Which permit and warranty details need confirmation
Permit answers depend on the project address. The City of San Diego’s Development Services Department lists a private-garage EV charging system as work requiring an electrical permit. Its published process identifies this as a Simple permit category.
Unincorporated communities use San Diego County Planning & Development Services instead. The county fee schedule effective July 10, 2026 lists an EV charging station permit at $151, filed online or in person. That figure applies only to unincorporated county areas, and additional fees may apply to a particular project.
Incorporated cities use their own building departments. Chula Vista, Carlsbad, Oceanside, Escondido, and the county’s other cities don’t share one permit office or fee schedule. Confirm the current requirement and amount with the building department serving the installation address.
Electrical installation, alteration, and extension generally require a licensed contractor in California regardless of project price. You can confirm a contractor’s classification and status through the CSLB license lookup.

Give each electrician the same information. Include the vehicle, charger model, normal parking position, preferred equipment location, and any plans to move the device. Comparable inputs make differences between proposals easier to understand.
Each proposal should clearly identify the connection method. It should say whether the plan is portable and receptacle-based or hardwired. It should also describe the circuit route, panel findings, load calculation, equipment location, and visible finish work.
Ask who will confirm the permitting jurisdiction and submit the application. The answer should name the City of San Diego, San Diego County, or the correct incorporated city. A vague reference to “the city” isn’t enough for a countywide project.
Review what isn’t included as carefully as what is included. Ask about wall repairs, trenching, equipment supplied by the homeowner, setup documentation, and permit charges.
